What is the criteria for an individual to apply for a LOC?
To be eligible for a LOC, you will need to fall in one of the following categories:
- Dependent (holding a DP) of an Employment Pass holder, Personalised Employment Pass holder, EntrePass holder and is a partner of an ACRA-registered business or a company director with at least 30% shareholding in an ACRA-registered business.
- LTVP/LTVP+ holder (issued by ICA) of a spouse or child of a Singaporean/PR
- Additionally, the DP/LTVP/LTVP+ will need to be valid for at least 3 months.

How long does an LOC processing time take?
It usually takes about 3-4 weeks to receive an outcome and in some cases, earlier than the proposed timeline
Should I opt for an Employment Pass or LOC?
This depends on the individual, his/her eligibility, qualifications and whether or not the individual is a business owner of a company. For a LOC, while there is no minimum salary, the applicant will have to be a partner of an ACRA-registered business or a company director with at least 30% shareholding in an ACRA-registered business. On the other hand, to be eligible for an EP, the applicant will need to be paid a minimum monthly salary of SGD 4500 or more (depending on the applicant’s profile).
That said an EP is in an independent work pass on its own while a LOC is tagged to the DP of the applicant.
Am I required to submit my educational certificates for a LOC application?
What happens to my LOC when my DP gets cancelled or is being renewed?
Your LOC will automatically be cancelled when your DP is cancelled. When your renewed DP is issued, a LOC application can only be lodged after that and the standard processing time of 3-4 weeks apply. During this period, the applicant should not be carrying out any work activities for the company.
Can I hold 2 LOCs at the same time?

Yes, under the new regulations, a LOC holder will need to be a partner of an ACRA-registered business or a company director with at least 30% shareholding in an ACRA-registered business
Can a LOC application get rejected?
Yes, approval of a LOC application is ultimately decided on the merits of each case and in accordance to the subjective assessment of the reviewing officer. That said some factors that can lead to a rejection include the employing company’s financial capacity (i.e. insufficient funds to pay the LOC’s holder’s salary for a year), applicant’s antecedents and so on
