    What is the criteria for an individual to apply for a LOC?

    To be eligible for a LOC, you will need to fall in one of the following categories:

    • Dependent (holding a DP) of an Employment Pass holder, Personalised Employment Pass holder, EntrePass holder
    • LTVP/LTVP+ holder (issued by ICA) of a spouse or child of a Singaporean/PR
    • Additionally, the DP/LTVP/LTVP+ will need to be valid for at least 3 months.
    Is LOC a workpass?
    No, it is tagged to your Dependent Pass which is tagged to the related Employment Pass. LOC has to be renewed once EP and related DP is renewed. In this sense, it is dependent on the validity of your DP and not an independent pass on its own.
    How long does an LOC processing time take?
    It usually takes about 3 weeks to receive an outcome and in some cases, earlier than the proposed timeline
    Should I opt for an Employment Pass or LOC?

    This depends on the individual, his/her eligibility, qualifications and as well as the employing company’s financial capacity and capacity to pay the required salary. There is no salary minimum for the application of a LOC, for example, a candidate can be paid $300/$500/$1000/$5000 per month as per the company’s decision. On the other hand, to be eligible for an EP, the applicant will need to be paid a minimum monthly salary of SGD 3600 or more (depending on the applicant’s profile).

    That said an EP is in an independent work pass on its own while a LOC is tagged to the DP of the applicant.

    Am I required to submit my educational certificates for a LOC application?
    The application process for an LOC is more straightforward than an EP. Candidates are not required to submit their educational certificates to MOM
    What happens to my LOC when my DP gets cancelled or is being renewed?
    Your LOC will automatically be cancelled when your DP is cancelled. When your renewed DP is issued, a LOC application can only be lodged after that and the standard processing time of 3 weeks apply. During this period, the applicant should not be carrying out any work activities for the company.
    Can I hold 2 LOCs at the same time?
    No you can only hold 1 LOC at one time. If you are planning to apply for a LOC under another company, your current one will need to be cancelled first.
    Can a LOC holder be a director of a company?
    Yes, a LOC holder can apply to be a director with the LOC application. That said, the applicant should only be appointed as a director one the LOC application is approved and should not be appointed as a director prior.
    Can a LOC application get rejected?
    Yes, approval of a LOC application is ultimately decided on the merits of each case and in accordance to the subjective assessment of the reviewing officer. That said some factors that can lead to a rejection include the employing company’s financial capacity (i.e. insufficient funds to pay the LOC’s holder’s salary for a year), applicant’s antecedents, and if the applicant is a shareholder or an existing director of the employing company.
