Changes That Can Be Expected in the Immigration Front in 2023

Singapore's immigration policies have always targeted the attraction of skilled labour as their main focus was to always build their local talent pool to uplift the economy. Given Singapore's booming economic growth and development over the years, it's safe to say that their immigration policies have proven to be highly effective—however, that doesn't mean that there isn't room for improvement.

As we enter into the new year, changes and reforms in policies and regulations are expected—they're practically guaranteed. The question then is, what exactly are the changes that are upcoming in the new year, or that we should foresee is headed our way?

If you've yet to keep up with the news or latest updates on the immigration front, here are the policies that have already been either set in motion, or are currently in the works to be restructured in the new year.

Tightening of the immigration framework, the Fair Consideration Framework (FCF)

The Fair Consideration Framework (FCF) that was implemented by the Ministry of Manpower (MOM) in 2014 has regularly been updated and enhanced for the better every year. Without an exception for 2023, the minimum qualifying salary for the Employment Pass and S Pass holders have been revised to ensure that the wages of the foreign workforce will be kept at the same pace with local Professionals, Managers, Executives, and Technicians (PMET) wages to ensure a level playing for all. For new applicants, it has been in effect since September 2022, and will be in effect for renewals in September 2023.

Implementation of a new system, the Complementarity Assessment Framework (COMPASS)

The Complementarity Assessment Framework, or COMPASS for short, is a brand new point-based visa system that will apply to select foreign labour within the Employment Pass (EP) programme, effective September 2023 for new visa applications, and September 2024 for existing visa renewals. COMPASS aims to encourage diversity by building an open and connected labour market that brings in professionals from all around the world to complement the local workforce that at its core, is built with a strong Singaporean foundation.

Launch of the Overseas Networks & Expertise Pass (ONE Pass)

In January, Singapore is to launch a new personalised work permit that holds validity for five years and offers flexibility of employment, also known as the Overseas Networks & Expertise Pass, or ONE Pass. The ONE Pass is targeted to attract the top talents across diverse fields, and it allows holders to concurrently start, operate, and work for multiple companies in Singapore at any one time.

The changes that have been and will be implemented represent a significant overhaul to Singapore's overall immigration framework, but it is key in their move to make the nation a strong hub for talent. Singapore is hard at work to ensure that they're able to create and reform immigration policies that will not only attract the best talents globally to boost economic prosperity, but simultaneously, look out for the best interests of the local workforce as well.
